We have a fantastic opportunity for a Procurement Manager to join our team on a national basis. The salary on offer is from £50,000 - £60,000 dependent on experience and location, a 6% matched pension.
About the role:
This role will be responsible for monitoring and driving procurement compliance in accordance with the Procurement Policy, Public Contracts Regulations 2015 (PCR 2015), Utilities Contract Regulations 2016 (UCR 2016), Cabinet Office Controls, and Government Commercial Function Technical Standards across all areas of non-pay spend at NHS Property Services.
Managers are expected to have a good understanding of their functional area, and how it connects with other areas of the business. They collaborate with colleagues to provide relevant and timely information including reporting, to ensure we maintain compliance, to deliver value for money in order to deliver positive outcomes for our internal and external stakeholders.
You will lead on new procurement activity for area of expertise, leading the national sourcing initiatives and supporting the decentralised procurement activities; and become a value enabler and trusted advisor to colleagues (supporting the business in the delivery and execution of strategic projects, provide market led intelligence for the development of business cases). Transition and implementation of all contracts to ensure continuity of supply and risk/cost mitigation is key, as is contribution to the development and execution of Procurement Category Strategies for area of subject matter expertise.
Liaison with NHSPS colleagues enabling the delivery of the Procurement Category Strategies and management of the supplier relationships to ensure compliance with the commercial contracts is a crucial part of this role.
The role holder will be responsible for identifying and delivering new sourcing initiatives, demand management programs, internal communications of sourcing initiatives and reporting of results; leading strategic sourcing and negotiation process to support the Delivery community on national basis, using NHSPS eSourcing tools; and being the Subject Matter Expert for area of expertise within facilities management.
Supplier Management and continuous evaluation/assessment of supplier performance, ensuring consistency of service, quality, and compliance to contracts and established service level agreements is a vital part of this position, as is acting as primary point of contact for all procurement related enquiries, new procurement initiatives and provide support to the business on day-to-day queries and issue resolution.
You will plan, organise, and execute category related procurement activities with the objective of obtaining best value while balancing commercial and legal risk; reduce total cost of ownership for Facilities Management category third party spend whilst driving continuous improvement, leverage expertise of industry best practices, benchmarking of market competition; and act as an escalation point on supplier disputes and/or performance issues.
Management of demand pipeline and contracts database with key stakeholders and wider business; preparation and management of strategic tenders and contract documents and analyse complex returns for high value contracts; and identification and delivery of saving initiatives within category responsibility is key for this position. In case of any variance from plan or delivery targets, you must work with members of the team and key stakeholders to investigate the causes and lead on the implementation of solutions.
You will ensure commercial solutions and models meet business needs and objectives by constructively challenging internal stakeholder requirements, and support the development of business cases by the provision and management of procurement statistics.
What you will bring to the role:
- Demonstrable experience within a procurement function
- Demonstratable experience of leading procurement projects and strategic sourcing activities
- Degree level qualification or relevant experience of professional purchasing
- CIPS qualified, working towards, or willing to obtain qualification
- Exposure to eSourcing solutions
- In-depth knowledge of procurement and supply chain best practice
- Knowledge of PCR 2015 and contract management
- Competent with MS Office suite including Excel, Word, Outlook, PowerPoint
- Good analytical skills
- Compiling reports
- Building good relationships with internal and external stakeholders
- Ability to prioritise workload and achieve deadlines
- Strong verbal and written communication skills
