We have a fantastic opportunity for a Financial Accountant (IFRS 16) to join our team based in London. The salary on offer is from £60,000 to £65,000 with inclusion in our management bonus scheme, up to 10% based on performance, a 6% matched pension and 27 days annual leave (not including public holidays).

This is a role within the Financial Control team based in London. The individual will join a team of finance professionals who provide financial planning and budgeting, reporting, control, tax and general ledger oversight for NHS Property Services. The Financial Control team is part of the Corporate Finance team based across London and Stockport which includes 90 colleagues covering a range of core finance responsibilities.

As a company with a large property portfolio including over 1100 arrangement as lessee and a large number of various arrangements with customers as lessor, there is a significant impact on NHS PS of IFRS 16. The purpose of this role is to increase the Financial Control team’s capabilities in complying with IFRS 16 and ensuring the right controls and policies are in place across the business. The role holder will take ownership of accounting policy in this area translating this for non-finance operational colleagues to create a control environment focussed on continuous improvement.

The role holder will be responsible for ensuring compliance with IFRS 16 and Government FReM guidance; be the key technical expert within NHS PS for Lease accounting; take ownership of NHS PS’ IFRS 16 accounting policy including regular reviews and updates to ensure continuous improvement; and work proactively with the Business and update IFRS 16 policies and procedures as the result of reviews.

You will work proactively with the business on their review of leases which impact IFRS 16 reporting including, for example, their review of core and variable elements of the property portfolio; update the Business and senior stakeholders on updates and changes to policy; be the key contact with the Department for Health and Social Care (DHSC) for implementing and improving IFRS 16 reporting and all technical queries; and be responsible for the maintenance of NHS PS’ IFRS 16 reporting tool, working frequently with the SQL development team in its maintenance and continuous improvement.

Assessing the appropriateness of current reporting tools, working with Technology Services on reviewing reporting solutions and implementing changes where necessary, will be key for this role, as will being the key contact with external and internal auditors on matters of IFRS 16 accounting policy and respond to audit queries. You must also be responsible for the remediation of any identified audit concerns or management letter points related to IFRS 16; share responsibility for continuous improvement of the IFRS 16 reporting process; identify areas for improvement to support the quality and efficiency of IFRS 16 financial close, reporting and audit processes; and work on ad hoc technical accounting activities as required by the Financial Controller.

The role holder will also work proactively with the Financial Accountant- PFI, Leases to support on their complementing responsibilities including but not limited to:

•            Month end reporting including variance analysis

•            Month end processes including journal processes

•            Statutory accounts production and associated disclosures

•            Group quarterly reporting


To succeed, candidates should have a recognised Finance professional qualification (ACA/ACCA/CIMA) and an understanding of financial reporting and financial control framework. You must have strong technical and applied accounting, detailed working knowledge of IFRS 16, and be a finance professional who has gained control and analytical skills from a commercial or audit background. Experience applying and implementing IFRS 16 is key.
