We have a fantastic opportunity for a Programme Manager – Fire Compartmentation to join our team based anywhere in England. The salary on offer is from £75,000 with a Car Allowance & Bonus.​​​​​​​

Job Summary Specifics

The role of Programme Manager is to oversee a programme of fire compartmentation surveys and associated remedial work. This will involve approximately 1,500 properties categorised as ‘Tier 2’ in the NHSPS portfolio. The surveys follow an established methodology for identifying breaches of fire safety boundaries due to historic construction project shortfalls and/or poor working practices by contractors and suppliers. Each survey will generate a schedule of remedial works which are proposed to be managed through a supplier framework currently being defined by our Procurement Department. It is essential that all surveys are closely monitored, remedial works tracked closed, and all associated reporting delivered to relevant stakeholders. Close liaison with central and regional management teams, suppliers, senior stakeholders, and specialist fire management is essential.   

Main purpose / scope of the programme manager role

The Programme Manager will provide structure and guidance to the overall programme and project teams working closely with executive sponsors and business owners and be responsible for leading the definition, design and delivery of a set of interdependent and or independent projects and other initiatives in an environment of ambiguity and complexity through engagement and collaboration with multiple stakeholders and teams and will be accountable to the Programme Sponsor.

Key Responsibilities

  • Define programme / project scope, objective and outcomes and the supporting activities / deliverables.
  • Prepare, manage and update programme / project plans, track and report progress against the plan.
  • Identify, lead and support project teams to deliver assigned projects.
  • Undertake and track programme / project resource profiling.
  • Identify and manage dependencies and inter-dependencies between other projects and programmes and the broader business.
  • Manage the coordination, approvals, and monitoring of programme / project change requests.
  • Identify, manage, and monitor risks and issues.
  • Identify, manage, and monitor stakeholders including delivery of appropriate communications.
  • Apply effective change management activity to ensure awareness and adoption of change and usage of new systems and processes.
  • Manage escalations as required to ensure the programme plan remains on track.
  • Initiate extra activities and management interventions wherever gaps are identified, or issues arise.
  • Progress reporting for the programme at regular intervals in line with defined governance.
  • Manage programme budget (Cost / Benefits) on behalf of the sponsor.
  • Work with the business change manager or equivalent on the transition to BAU.
  • Adopt and help shape best practice aligned to the Project Management Centre of Excellence / NHSPS project life cycle and supporting toolkit.

Main purpose / scope of the role

  • Liaise with Technical Fire Manager and Fire Operations Group to confirm properties to be surveyed in future years and review as needed.
  • Review the scope of the compartmentation survey methodology and ensure it is fit for purpose.
  • Review the methodology for capturing, categorising and delivering remedial works that emanate from compartmentation surveys.
  • Ensure financial arrangements are in place to track costs and provide financial reporting as required.
  • Develop a programme and plan for the delivery of surveys and remedial works, obtaining senior stakeholder approval as required.
  • Liaise closely with NHSPS Project Management Centre of Excellence (PMCOE) to understand and comply with project governance requirements, including Programme Board reporting and attendance.
  • To adopt and align programme and project management best practice with the NHSPS project lifecycle, gateway checks and the toolkit to enable consistency of approach.
  • Establish a communications plan to ensure all relevant stakeholders receive regular updates on programme progress.
  • Set up a meeting schedule with relevant stakeholders to ensure all aspects of the programme are coordinated, tracked and delivered as required.
  • Establish an escalation process to ensure any delays or unforeseen risks are communicated and resolved promptly.
  • Liaise with regional management teams and Fire Operations Group members to ensure surveys are conducted consistently, reports and outputs are of sufficient quality and document storage requirements are adhered to.
  • Liaise with Procurement, Suppliers and regional management teams to ensure remedial works are delivered efficiently, in a cost effective manner and tracked to ensure a quality audit trail is in place.
