We have a fantastic opportunity for Procurement Compliance Specialist (12 Month - FTC) to join the Contract Risk & Commercial Compliance Team in our wider Procurement Business Area. Within this opportunity you'll be playing a crucial role in monitoring and driving procurement compliance in accordance with the Procurement Policy, Public Contracts Regulations 2015 (PCR 2015), Utilities Contract Regulations 2016 (UCR 2016), Cabinet Office Controls, and Government Commercial Function Technical Standards across all areas of non-pay spend at NHS Property Services. We're offering up to £27,000 DOE, along with flexible hybrid working.
About the role:
The role will report into the Category Manager - Contract Risk & Commercial Compliance, you'll be responsible for instigating and creating new reports to meet all governance requirements; to interrogate all reports as required and to provide solutions to ad-hoc issues raised. Additionally, providing support for general departmental data reporting requests and management of third-party procurement systems e.g. Atamis. Specialists are expected to have a good understanding of their functional area, and how it connects with other areas of the business. They collaborate with colleagues to provide relevant and timely information including reporting, to ensure we maintain compliance to deliver value for money in order to deliver positive outcomes for our internal and external stakeholders.
You Will :
- Work with cross functional teams to ensure compliance with NHSPS Policies and public regulations across the decentralised purchasing
- Conduct commercial compliance checks across all decentralised purchasing above £10k threshold and approving purchase orders
- Collaborate with Procurement Colleagues to ensure records (e.g., e-tendering solution, contracts databases, supplier records) are correctly maintained
- Register Waivers in the central log, and generating statistics for monthly reporting
- Proactive management of all areas of non-compliance including but not limited, to purchase orders, procurement systems, purchasing cards.
- Provide all reporting to support the Procurement Governance Team and ad-hoc specialist reports for the Procurement Team
What you will bring to the role:
- Experience of Public Sector procurement and knowledge of frameworks
- In-depth knowledge of PCR 2015 and contract management
- Competent with MS Office suite including Excel, Word, Outlook, PowerPoint
- Building good relationships with internal and external stakeholders
- Ability to prioritise workload and achieve deadlines
- Good analytical skills
