NHS Property Services have a fantastic opportunity for a Project Manager to manage projects within Energy and Environment and the Capital functions of our business.
The role attracts a salary of £55,000, £3,000 Car Allowance and an annual bonus of up to10%, along with 27 Days Holiday (plus statutory).
Based anywhere within the UK, the role will see you mainly home working with team meetings taking place face to face or either a fortnightly or monthly basis at either our London or Birmingham hubs.
Main purpose / scope of the role
The purpose of this role is to lead on the delivery and management of energy efficiency and environment projects across the NHSPS portfolio of properties. Focused on the central rollout projects, the role will establish best practise through implementation. The central projects include, but not limited to, LEDs, BMS upgrades, EV Charging, sub-metering, and insulation. The workload will be determined through a collaboration between the National Capital Projects function as part of Delivery, and Energy & Environment function as part of Responsible Business.
The Energy & Environment Capital Project Manager will be responsible to the Greener NHS Project Manager for Energy and work closely with the National Capital Projects Lead, also liaison with the relevant regional colleagues, Capital Programme Managers as well as the Energy & Environment team in the provision of programme planning, management, and delivery.
The Energy & Environment Capital Project Manager will ensure any related operational policies and procedures are adhered to for the assigned projects.
Key high-level projects will consist of, as examples:
- LED installations
- EV charge point installations
- Solar PV installations
- Sub-metering installations
- Building fabric upgrades to reduce heat loss.
Key responsibilities
- Primarily responsible for ensuring successful delivery of all allocated capital projects within the specified time, cost, and quality targets.
- Deliver the overall aims, objectives, and scope of the energy efficiency and environment works programme, as part of the Delivering a Greener NHS Programme.
- Responsible for the overall management of the project process, including development of the project brief, cost planning, project budget approvals, procurement of contractors, suppliers and products, and production of associated governance documentation.
- When required, responsible for selection and management of the consultant teams to successfully ensure delivery of all projects.
- Work closely with the Regional Energy Managers, Regional Energy and Environment Managers and the wider Energy & Environment Team and key teams including Health and Safety, Technical compliance, Digital and Data, and Delivery to ensure projects are delivered in line with NHSPS Policies and Procedures.
- Ensure all relevant project information is recorded as required, including but not limited to – cost, programme, risk, issues, and governance papers.
- Provide the Energy & Environment and Capital Projects team with guidance on project limitations, resource requirements and procurement routes required to ensure expectations are managed across both teams.
- Assist in policy and procedure development required to deliver Net-Zero Carbon and wider Greener NHS Programme objectives across the business.
- Ensure appropriate project management disciplines are in place to ensure delivery of plan against agreed performance measures – under guidance from the Programme Manager
- Ensure, and assist in the production of, appropriate risk management strategies and methods and ensure these are in place for controlling quality.
- Ensure that the Capital Project team is kept up to date in respect to Net-Zero Carbon, and the wider Greener NHS Programme aims and objectives and how these relate to project delivery to meet our objectives set out in the Green Plan.
- Provide guidance and support to the Capital Project team in terms of technology and procedures required to deliver net-zero carbon on the NHSPS estate.
- Actively manage and participate in the health and safety processes required by the company, including but not limited to incident/accident/near miss investigation, reporting, risk assessment and auditing.
- Communicate regularly and effectively with stakeholders to maintain and develop excellent professional working relationships.
- Provide regular (timely) and accurate reporting as required on KPIs, and supply benchmark data to the construction support team.
- Provide oversight and challenge for any project Change Management activities.
- Interface and collaborate with the Finance team to consolidate the CAPEX and OPEX budgets for allocated and planned projects, forecast monthly spends, track actual spend and identify accruals as required.
- Attend, where required, site meetings to liaise with new and existing customers and suppliers.
- Manage and maintain excellent quality standards and ensure quality customers focus.
- Assist to Track and manage the invoicing process and work in progress, to ensure billing targets are achieved.
- Provide regular (timely) and accurate reporting as required on KPIs, and supply benchmark data to the construction support team.
- Ensure innovations and improvement actions to contribute to the overall program are implemented.
- Develop and operationalise innovations and improvement measures to contribute to the overall programme.
- Proportional input to the savings target for the team and identify value for money opportunities on each project/programme.

This role will require you to demonstrate the following Experience, Capabilities and Knowledge
- Experience within Project Management is mandatory for this role
- Waterfall /Prince 2 in construction projects ideally
- Knowledge of construction methods
- Knowledge of project and programme management processes and techniques
- Knowledge of low carbon technologies and construction techniques
- Knowledge of UK National and NHS wide policies relating to net-zero carbon and sustainability.
- Understanding of real estate service lines, including asset management, project management and facilities management
- Understanding of real estate support functions, including Sourcing, Finance, HR and Technology
- Fully conversant with all relevant HSEQ & CDM requirements and their effective application
- A sound knowledge of the business standards, statutory and regulatory requirements of our industry. Knowledge of relevant technical guidance in a healthcare environment. Knowledge of limitations of competency and when to ask for competent support
- Significant construction project & programme management experience within a client organisation.
- Experience of managing construction projects to the value £250k and over, including delivery within time, cost, and quality targets
- Experience of managing stakeholders and service providers
- Ability to motivate and negotiate effectively with key employees, management, and client groups to take desired action
- Diligent, with an eye for quality and attention to detail, acting with a sense of urgency to put things right for customers, colleagues and our wider business
- Competent in performance measurement, analysis, and reporting techniques
- Good working knowledge of Microsoft Office software (including Work, Excel, PowerPoint, and Smartsheet)
- Strong communication, influencing and facilitation skills, including the ability to communicate complex/technical information in a clear and concise manner (both verbally and in written format).
- Strong analytical & organisational skills, including the maintenance of accurate project records.

- The successful candidate will require a practical working knowledge of the financial terms and principles that are associated with managing construction projects.
- An ability to review and analyse potentially complex financial/ business reports/ data and develop innovative solutions, as well as experience in conducting analysis/ due diligence in terms of contract negotiation.
